What We Do

Kango Development LLC provides development, construction and project management services for multifamily social housing developers throughout California.  Kango has worked on new construction, rehabilitation, mixed-use, green retrofit, modular and adaptive reuse projects.

Kango has extensive experience in green building including solar domestic hot water, solar power, energy efficiency, living roofs and rainwater/greywater harvesting installations.

Who We Are

Kango Development LLC is a Dutch and American firm founded in California in 2004 by Fran Hereth and Kim Roemen.  Kango is a State of California certified small, woman-owned business.

For over 20 years Kango has provided project/construction management services for sustainable social housing projects throughout California and is looking to tap into our European roots and expand our work in partnership with European colleagues.

FRAN HERETH Fran Hereth has over 20 years of experience in the development, financing and construction of multifamily properties. She owned and operated a successful general contracting firm in San Francisco, served as the construction estimator for two Bay Area high-end residential general contractors, provided project/construction management services to affordable housing nonprofits throughout California and served as Director of West Coast originations for a national tax credit syndicator. She has worked on affordable, mixed-use housing developments throughout California. She earned a Bachelor of Arts degree from Antioch College and a Master’s Degree from Stanford University. Professional certifications include: LEED AP California B General Contractor’s License Building Performance Institute (BPI) Multifamily Building Analyst Training

KIM ROEMEN Kim Roemen has over 20 years of experience in the construction industry in Europe and in California. She served as Operations Manager for a plumbing/HVAC installation firm in the Netherlands. She supervised the construction for major renovations of historic mansions known as “Herenhuizen” in Haarlem, Netherlands. In California, she has managed the acquisition and rehabilitation of multifamily properties and supervised construction of custom single-family homes in San Francisco and Los Angeles. She graduated with a Bachelor of Arts degree in Business Administration from Dominican University.

Projects

KD consulted with local governmental agencies and utility companies throughout California to develop, finance and implement programs for the green retrofit of affordable multifamily properties. Housing Authority of the County of Los Angeles (HACOLA) KD provided consulting services to design and implement HACOLA’s Sustainable Rehabilitation Program. Housing Authority of the County of San Bernardino (HACSB) KD worked a member of the Heschong Mahone Group to develop a Strategic Plan for the retrofit of the entire HACSB portfolio. Los Angeles Housing Department (LAHD) KD consulted with Enterprise Community Partners – Los Angeles and the Los Angeles Housing Department to design and implement an affordable multifamily retrofit program funded by Energy Efficiency Conservation Block Grant (EECBG) dollars. Sacramento Municipal Utility District (SMUD) KD worked as a member of Heschong Mahone Group’s consulting team to implement SMUD’s Multifamily Retrofit Program.

Research

KD is involved in researching ways to develop scalable, replicable models for the broad-scale retrofit of multifamily properties. California Energy Commission Public Interest Energy Research Request For Proposal – “Building Energy Efficiency Research & Technology Grant Program” KD, as a consultant to LINC Housing, partnered with Electric Power Research Institute, BiraEnergy and Southern California Gas Company to submit an successful RFP application in the amount of $1.35 million. The goal of the RFP work is to develop, demonstrate and document the steps to implement deep, near-zero energy retrofits of low-income multifamily properties in California. Natural Resources Defense Council (NRDC) – Multifamily Housing Monitoring-Based Commissioning and Training Pilot Project KD worked with NRDC to test a service delivery model and business case for monitoring-based commissioning combined with Operations and Maintenance staff training in multifamily properties. The project tests, demonstrates and documents how building performance can be improved through the systematic monitoring of 15-minute interval electrical usage data coupled with staff training on the mechanical equipment and associated controls. US Department of Housing and Urban Development Energy Innovation Fund As a consultant to LINC Housing Corporation in California, KD teamed up with Hispanic Housing Development Corporation in Chicago, Partner Prep in New York City and the Enterprise Community Partners National Office to secure a $2.8 million grant from the HUD EIF Fund. The goal of the grant work is to develop comprehensive, turnkey models for the green retrofit of low-income multifamily properties throughout the US. Housing Authority of the County of Los Angeles (HACOLA) KD provided consulting services to design and implement HACOLA’s Sustainable Rehabilitation Program. Finance

KD secures financing and funding for the development of market-rate and affordable housing including grants, tax credits, loans and rebates. Enterprise-LIIF Bay Area Multifamily (BAM) Retrofit Loan Program KD worked with Enterprise Community Partners-Bay Area, Low Income Investment Fund and the San Francisco Mayor’s Office of Housing to combine Community Development Block Grant, Community Development Financial Institution, American Reinvestment and Recovery Act (ARRA) Weatherization, private foundation and utility rebate funding with BAM Loans to support the retrofits of low-income multifamily properties. Multifamily Energy Efficiency Financing Directory As part of its work for the Sacramento Municipal Utility District (SMUD) Multifamily Retrofit Program, KD developed a digital directory of funding sources for multifamily properties throughout California including tax credits, loans, grants, leases and utility rebates. California Public Utilities Commission Ratepayer Integrated On-Bill Payment Program (RIOPP) Pilot KD has been engaged by California Housing Partnership Corporation (CHPC) and Stewards of Affordable Housing for the Future (SAHF) to provide consulting services for the development of the RIOPP pre-pilot and full pilot programs. The California Public Utilities Commission, in a September 19, 2013 Decision, authorized CHPC and SAHF to jointly develop and implement the RIOPP pilots for financing energy and water efficiency retrofits at substantially master-metered affordable multifamily properties in California. Energy Upgrade California® Multifamily Program, San Diego Gas & Electric KD was engaged by TRC Solutions under the San Diego Gas & Electric® Energy Upgrade California Multifamily Program to develop training and marketing materials on the financing of energy efficiency retrofits for both market-rate and affordable multifamily properties.
